When the reservoir hits 16%, your factory is on the cut list

On 1 February 2024, Catalonia declared a drought emergency after reservoirs fell below 16% of capacity. Industry was ordered to cut water use by 25%. Agriculture lost 80% of its allocation. New water-intensive activities were frozen entirely.

This page explains how Spain's drought restriction system works, basin by basin, and which water the restrictions never touch.

Catalonia's 2024 emergency, in numbers

On 1 February 2024, Catalonia declared a drought emergency after reservoirs fell below 16% of capacity, freezing new water-intensive activity across the region. It capped a multi-year drought that had already produced Spain's largest-ever agricultural insurance claim in 2023, and by 2024 the country was in its fourth consecutive year above €700 million in weather-related farm losses.

    The CHJ (Júcar basin authority) formally declared an "exceptional drought" situation across the Comunitat Valenciana after the driest 33-year period on record (115mm of rainfall vs. a 216mm average). Three systems, Palancia-Los Valles, Cenia-Maestrazgo, and Marina Alta, approached emergency status.

    Regulation moved from restricting water to mandating its reuse: Barcelona's ordinance requires greywater reuse systems in new and rehabilitated buildings, with Almería and parts of Ibiza applying equivalent rules and more municipalities drafting theirs.

Eighteen years, and the same lesson each time: supply cannot be guaranteed, so regulation is shifting the burden on-site.

How drought restrictions escalate: the four-stage ladder

Restrictions are not improvised. Every basin authority operates a pre-approved Special Drought Plan with objective triggers: reservoir levels, river flows, aquifer levels. When an indicator crosses a threshold, the corresponding measures activate.

Scenario names vary slightly by basin. The structure does not.

Different rules for every basin, every time drought hits

Most drought coverage talks about city taps. If your plant abstracts directly, from a well or a river concession, the mechanism that hits you differs by basin. Three examples, from three basins, all in 2024:

Internal Catalan basins (ACA): the loud decree

ACA governs only Catalonia's internal basins (Ter-Llobregat), not the Ebro. In 2024, while these reservoirs fell below 16% and Barcelona declared emergency, the Ebro basin, same region, different authority, sat at roughly 70% capacity. Where ACA does apply, cuts are explicit and public: 25% for industry, 80% for irrigation, printed in the DOGC, enforced with documented compliance and fines. You know what's coming, and so does the press.

Júcar (CHJ): the quiet concession squeeze

No headline percentage, no DOGC decree. In March 2024, the CHJ declared extraordinary drought across the entire Júcar basin after the driest 33-year period on record (115mm of rain against a 216mm average). The legal basis is Article 58 of the Ley de Aguas: the authority can act on the public water domain "even where it has been the object of a concession." Cuts are decided system by system, in closed Comisión de Desembalse meetings, not in the press, the Turia system took a 15% restriction while still officially only in pre-alert. Your restriction, if it comes, arrives as a resolution for your specific system, not a headline.

Segura (CHS): the cut that reached every non-urban abstractor

August 2024: extraordinary drought declared, cutting concession rights 49% for non-traditional irrigation and 35% for traditional. October 2024: a 25% annual cut to every registered surface and groundwater abstraction not destined for urban supply in the Margen Derecha unit, industrial intakes included, by BOE resolution. A year later, reduced cuts of 33.5% and 22.5% were still in force, even after the formal drought status had ended.

Sicily declared a regional state of water emergency in February 2024. Reservoirs reached "extreme" drought status, the highest level tracked by Italy's environmental protection institute (ISPRA), and residents in Agrigento and neighboring provinces depended on paid water tankers for months.

The Cerro Prieto reservoir, one of three supplying Mexico's industrial hub of Monterrey, dropped to 0.5% of capacity in July 2022 and stopped supplying water entirely, the first time since the dam opened in 1984. Authorities redirected industrial and agricultural allotments to residential supply.

Chennai, India2019

On 19 June 2019, Chennai officials declared "Day Zero": all four reservoirs supplying the city had run completely dry. Eleven million people went without piped drinking water for months, relying on tankers and public pumps.

Spain came close. In February 2024, the Spanish and Catalan governments finalized a contingency to ship desalinated water by tanker from the port of Sagunto, near Valencia, capable of moving up to 25,000 m³ a day into Barcelona. Spring rains and a floating desalination plant meant it was never activated, but we got close.

The fine print in the drought rules decides everything

Cuts apply to your consumption, not your comfort

A 25% cut in an optimized plant cannot be met by closing bathroom taps. It comes out of the process, or out of production.

Your water right is a right until the basin authority needs it back.

Basin authorities can act on the public water domain regardless of concessions. When restrictions hit, agriculture is cut first and hardest, industry follows with large but smaller cuts, and urban supply is protected last of all. In the Segura, the October 2024 resolution cut registered rights 25% for every non-urban abstraction, industrial included.

Restrictions target the water you take, not the water you regenerate

Drought rules limit network supply and abstractions. Regenerated water is repeatedly carved out as the permitted alternative: under Catalonia's 2024 emergency, irrigation for tree survival was allowed only "with regenerated or groundwater", and Decret llei 4/2024 built similar carve-outs for other uses. Internal recirculation reduces the very consumption the cuts are computed on. Check your basin's current text, but the direction is consistent: the more of your demand runs on regenerated water, the less of it a decree can reach.

Two exemplary ways the 2024 emergency played out

The rules below are real and cited. These two paths through them are illustrative scenarios based on the 2024 emergency rules, because no plant publishes this story about itself:

Path 1: react in emergency

A mains-supplied dyehouse with no reuse loop receives its documented 25% reduction obligation in February 2024. Its options that week: cut shifts, truck in water at 5 to 15 times mains price, or sign with the first vendor who answers. It rents temporary treatment at urgency rates and spends spring proving compliance. When the rains come in May and the emergency lifts, nothing permanent remains.

Path 2: act in pre-alert

A comparable plant commissions a reuse evaluation while the basin is still in pre-alert. By the time emergency is declared, a membrane loop covers roughly half of process demand with regenerated water, the carved-out category. The mandatory 25% applies to a mains intake already halved. Compliance is a letter, not a crisis. And the emergency moratorium on new water-intensive activities does not bite, because the plant's expansion request is framed around reduced net consumption.

Same regulation, same drought. The difference is eighteen months of lead time.

Reuse what you already discharge

Treating water you don't need to consume in the first place is the cheapest fix there is, but efficiency alone doesn't survive a mandatory 25% cut. The lever that does: treat your own process effluent back to reusable quality and put it to work on-site.

Internal recirculation to the same process needs no reuse authorization at all under RD 1085/2024. Other on-site uses, rinsing, cooling, sanitary, require the regulation's quality standards and a risk management plan (PGRAR): a defined procedure, not a barrier.

A plant covering 40 to 60% of demand with regenerated water turns a mandatory 25% cut into an absorbable event. Often into a non-event.

Drought restrictions: common questions

Does a water concession protect my plant from cuts?

No. Article 58 of the Ley de Aguas lets basin authorities adopt measures over the public water domain "even where it has been the object of a concession." In the Segura basin, the October 2024 resolution cut registered rights 25% for every non-urban abstraction, industrial included.

Does regenerated water count against my restriction target?

No, and that's the point. Drought rules limit network supply and abstraction, not internal reuse. Under RD 1085/2024, water recirculated within the same process needs no reuse authorization at all. The more of your demand runs on regenerated water, the less a decree can reach.

How long does a reuse project take to get running?

Six to eighteen months from evaluation to operation, depending on scope and permitting. That's longer than the time it took Catalonia's reservoirs to go from pre-alert to emergency in 2024, which is why pre-alert, not emergency, is the moment to start.

What happens if I do nothing and my basin declares emergency?

You get a documented reduction target with a short compliance window, and the only remaining options are cutting production, trucking in water at 5 to 15 times mains price, or contracting whichever vendor answers first. Temporary measures dominate compliance under those constraints, and most of the spend delivers no lasting infrastructure once the emergency lifts.

Is Catalonia the only region with this exposure?

No. Catalonia's ACA publishes explicit percentage cuts, but the Júcar (CHJ) and Segura (CHS) basins impose comparable or larger reductions through concession-level resolutions that rarely make the news. If your plant abstracts directly from a river or well anywhere in Spain, the mechanism that reaches you depends on your basin, not just your region's headlines.
